Makuhari New City Center is a new town created by reclamation, and large buildings characterize the town space. On the other hand, the city is made up of facilities, and the loss of the site's unique attractiveness may lead to a sharp decline in value in the future. This proposal aims to find the unique attraction of the site in the nature of Tokyo Bay, and to create a space centered on a tidal flat on the border between sea and land, which are currently adjacent to each other but facing away from each other, in order to create a unique landscape where human and biological activities intersect and to add new value to the site.
